Have little puffs of steam coming out of vents (as in TA), and possibly out of maxed-out nodes

Progress update: Now I have the puffs of steam thing working, and the storm season is implemented too. Still to do: everything else on the list above, plus:

py2exe packaging
Title screen
Testing testing testing!
